Forvm Romanvm: Prof. Dr Boris Begović Gave a Lecture Entitled “A Brief History of Economic Sanctions”

On Friday, 4 November 2022, Prof. Boris Begović gave a lecture on the history of economic sanctions. He provided an account of their history from World War I to the current times, analysing each example according to four criteria: what their purpose was, which particular measures were taken, whether they were effective (did they provide the desired effect), and how efficient they were (to what extent they helped to achieve the desired outcomes). He pointed to several stages in the development of this instrument – World War I, the interwar period, World War II, the Cold War, and modern age (focusing on the sanctions imposed on the FR of Yugoslavia, and, of course, on the sanctions currently imposed on Russia). He also emphasised a very important detail – that sanctions (or even just a threat of sanctions) were originally used as part of military actions or their substitute, while later on a variety of motives would bring about sanctions. A very dynamic discussion developed after the lecture, covering both historic and current events, and the conversation continued in the informal atmosphere at the club room.
