Erasmus+ Blended Intensive Programme “Disability and Work”

The University of Belgrade Faculty of Law participated in the implementation of the Erasmus+ Blended Intensive Programme (BIP) devoted to the topic “Disability and Work”. In addition to our Faculty, the programme was developed in cooperation with the University of Toulouse Capitole Faculty of Law (France), the Department of Legal Sciences “Livio Paladin” of the University of Udine (Italy), and the University of Córdoba Faculty of Law (Spain).

The programme consisted of intensive online teaching and a short-term mobility of students and teaching staff from partner institutions in Italy. In this way, students were given the opportunity to become acquainted with key labour law aspects of the employment and work of persons with disabilities (protected employment, reasonable accommodation, employment quotas for persons with disabilities, disability-based associative discrimination, intersectional discrimination against women with disabilities etc.), both at the level of the European Union and within selected European countries. These issues were first examined through online lectures held on 10 February 2026. Following the opening remarks delivered by Professor Dr. Anna Zilli of the University of Udine, Professor Dr. Stefano Bini presented a lecture on “The International Framework on Disability and Work”, Professor Dr. Frédéric Guiomard delivered a lecture entitled “The Comparative Method Toward Work and Disability,” while Professor Dr. Ljubinka Kovačević presented a lecture on “Workplace Reasonable Accommodation”.

The second part of the programme consisted of a Winter School held from 22 to 27 February 2026 at the Department of Legal Sciences “Livio Paladin” of the University of Udine. It brought together eight students, one professor and three teaching assistants from Italy, ten students and two professors from France, one professor from Spain, and eight students and two professors from Serbia. The Winter School included lectures delivered by Professor Dr. Frédéric Guiomard (“The Variety of Approaches to Disability at Work”), Professor Dr. Ljubinka Kovačević (“Workplace Intersectional Discrimination against Women with Disabilities”), Professor Dr. Stefano Bini (“Labour and Social Inclusion of People with Disability in Spain”), Dr. Marie-Cécile Amauger-Lattes (“Disability and Employment Maintenance”), Dr. Massimiliano De Falco (“Accessibility and AI in the Working Environment”), Dr. Gianluigi Pezzini (“Labour Inclusion of People with Disability in Italy”), and Giulia Gortanutti (“Equality Bodies and Workplace Disability-Based Discrimination”).

Students used the knowledge they had acquired to analyse and critically assess the case law of the Court of Justice of the European Union concerning discrimination against employees on the grounds of disability, including associative discrimination against employees who are parents of children with disabilities. For the discussion of three carefully selected judgments, a new method was employed – the writing of “inclusive judgments”. This method was designed by the members of the Scientific Committee of the BIP programme as a pedagogical tool enabling students to consider how the law might be interpreted if an inclusive approach were applied in judicial reasoning. Students were tasked, with the guidance of professors, with drafting a decision that a national court could adopt following the judgment of the Court of Justice of the European Union under analysis; they were also allowed to write a dissenting opinion. However, they were not permitted to alter the facts of the case or the legal framework, although they were allowed to interpret them differently in order to take more fully into account the specific difficulties and challenges faced by persons with disabilities in the world of work. The results of the students’ work were presented at a session moderated by Professor Dr. Ferran Camas Roda of the University of Girona Faculty of Law. The University of Girona participates, together with the University of Udine and eight other European universities, in the network “Across: European University for Cross-Border Knowledge Sharing”. Colleagues from Italy therefore invited Professor Dr. Camas Roda to contribute to the BIP programme with his extensive expertise in the field of discrimination in employment, which also included his plenary lecture entitled “The Principle of Non-Discrimination and Disability”.

On the final day of the Winter School, a round table entitled “Breaking Down Walls and Building Bridges: Studying in Belgrade, Córdoba, Girona, Toulouse, Udine” was held. On this occasion, Professor Dr. Ljubinka Kovačević and the Vice-Dean for Teaching Assistant Professor Dr. Filip Bojić presented the advantages of pursuing master’s and doctoral studies in the Republic of Serbia, with particular emphasis on Labour Law stream.

In addition to the academic programme, the Winter School also included a rich cultural programme that enabled participants to become acquainted with the history and traditions of Udine and the Friuli Venezia Giulia region.

The final conference of the programme will be held online on 17 March 2026.

The Scientfic Committee of the BIP programme consisted of Professor Dr. Anna Zilli, Professor Dr. Frédéric Guiomard, Professor Dr. Ljubinka Kovačević, and Professor Dr. Stefano Bini. The delegation of the Faculty of Law of the University of Belgrade included undergraduate and master’s students Đorđe Babić, Anđela Garčević, Nađa Gerasimović, Pavle Đorđević, Teodora Ivković, Đorđe Komatina, Bojana Milanović and Una Polojac Stupar.
